As part of the quid pro quo of the Arizona airport meeting, the FBI's explanation of the Clinton Foundation will be the same, "Nothing to see here. Move along."
My guess is at the Phoenix meeting with AG, Bill Clinton made a deal with AG to confess to the shenanigans with the email and the Clinton Crime Foundation if AG lets Hitlery and daughter go free. The Clinton Crime foundation would be tried after Hillary is elected. Just a guess, but who knows. Maybe a few murders are included in the confession.
