He can announce that gathering of evidence is complete, and that the FBI is now ready to analyze the evidence against the probable cause standard. It will either not find that, or if it does, it will forward the file to the DOJ. The FBI has no part in recommending whether or how to proceed after the FBI finds probable cause a crime has been committed - and reinforce that probable cause is not a finding of guilt, a subject is presumed innocent until convicted in a court.

That is, allowing the release of secret information and benefiting from foundation contributions wasa just the cost of doing business in the larger scheme of things. If it's necessary to have a political figure authorize & legitimize the legal basis of MENA actions, then any side deal criminal activity is only a nuisance.
What the larger scheme may entail would be the NWO: it's critical to suppress Russia, control MENA reserves, and dilute US/EU populations. It's all part of a long term plan to prepare for a world with scarce resources.
