Most likely it was a Memphis cop, not a TSA screener. TSA has no LEO power, and is why you always see local cops at the screening station.
They say she was arrested, that can only be done by a cop, not TSA.

Never let facts get in the way of a good story line. Indignation is a lot more fun.
It can’t have been a cop if you take the mother’s statement at face value. She said,
She said, “They wanted to do further scanning, she was reluctant, she didn’t understand what they were about to do,” said her mother Shirley Cohen.
She’s trying to get away from them but in the next instant, one of them had her down on the ground and hit her head on the floor. There was blood everywhere, said Cohen.
Mrs. Cohen said she was kept at a distance by the police. When talking about the agents wanting to do further scanning she specifically said, “one of them”. She did not say it was police such as the person she said kept her at a distance.
She was specific in saying a police officer kept her at a distance, but “one of them” — one of the TSA screeners who wanted to conduct further screening — was the one who had her child down and hit her child’s head against the floor.
