Actually, it does mean something, because the Vienna Convention allows the admin to implement the treaty's provisions until the Senate actively rejects it. I have no idea why we were dumb enough to sign and ratify the Vienna Convention.

No, you are wrong. It does NOT have meaning except to foreigners. The Vienna convention only means those other nations view it as a treaty based on an administration signature alone. But the opinions of other nations never supersede the Constitutional requirements we have here in America.
But there is Zero, Zip, Nada legal ability of a president to implement a treaty unless the Senate approves it. There is absolutely no constitutional mechanism that it is legal until the Senate rejects it. The precise opposite is true. It is not binding on the US people until the Senate approves it.
Also, there is no requirement the Senate even vote on it.
The Vienna treaty did not override the Constitution.
