Not to mention the millions of squirrel hunters that can reach out and part a squirrel`s hairdo from at 500 yrds with no scope.Shooting sparrows that were covered by the front bead of a Marlin bolt action 22 was good training.

I would speculate that most gov’t agencies now have dedicated security personnel instead of using the Federal Protective Service like back in the day. Also, a lot of these agencies have some form of Inspection or Police powers which also require armed agents. These personnel need to qualify and train with their weapons.
The Smithsonian has a lot of buildings and valuable physical things to safeguard. Likewise visitors need to be protected.
