Hardly! French is THE Diplomatic Language of the world and always has been. Everything that comes out of the UN is printed in English( The Commercial Language) and French (the Diplomatic Language.)

Actually, I’ve met very good folks on my travels to France. But suffice it to say, the French Government, and to a lesser extent, too many Parisians are the “real” arrogant pricks to which you refer. They are men with underdeveloped penises and elevator shoes who are somehow trying to be relevant it the world today.
And America arranged it that the official language of Great Britain was not German.

December 7, 1941 it was the Japs. Then Hitler declared war on the US starting with Operation DrumBeat which was the German submarine assault on US Shipping. More than 5000 US Merchantmen were lost in the horrendous first eight months of 1942 along the Atlantic Seaboard. I remember. Unfortunately, it took quit a while for Admiral king to get it through his thick head that our ships needed to move in CONVOY. Once this tactic was utilized, losses plummeted.
