In states with a Conservative majority legislature, you could come up with a number of new mini-states.

Of course the Leftists would respond in Leftist states.

The problem for them right now, is that there are many more Conservative states.

In California, a perceptually Leftist state, as much as 75% of the state could ‘re-state’ and come up with two senators that were Conservative from each.

In the quest for break-aways in California, I’ve always opposed it. This concept may add merit to the idea.

Leftist states senate impact would be lessened. There again, I don’t know how it would break out due to obvious Leftist counter-measures.

Texas negotiated the specific right to split into as many as five states in its treaty joining the U.S. I don’t know if any other state has expressly retained that right.
