The Arab League, under British officers, bombarded the Old City until the civilian occupants surrendered and were expelled, and massacred Jews, both civilian and combatants in Gush Etzion. They captured all their houses foul and square. So the "refugees" did so have where to go. They just didn't go.

Deuteronomy 32:21 says:

“They have roused Me to jealousy with a no-god; they have provoked Me with their vanities; and I will rouse them to jealousy with a no-people; I will provoke them with a vile nation.”

The Palies have been there since before Israeli independence and up to this time, I believe, as a direct result of the anti-religious, socialist founders of Israel, many of whom (well, their kids or grandkids) are still pulling strings in that country. When Israel truly turns to HaShem, then the Palies will disappear as a problem.
