Luke 19:11 ... this describes the circumstances for the parable. Yet Christ goes on to show that their assumption is not correct in the following passages.
“and his citizens were hating him, and did send an embassy after him, saying, We do not wish this one to reign over us.”
Luke 19:14 ... this does not describe the attitudes of the servants but of those in the land the ruler is present in at the beginning of the parable. While one may observe that at that exact moment it would initially refer to Jews who refused to believe since the conclusion of the parable is after his return and not while he was still away...
“... but those my enemies, who did not wish me to reign over them, bring hither and slay before me.”
Luke 19:27 ... that all those in the whole earth (as distinct from where Christ is seated now) who desired a different ruler are all represented in the category of those who will be slain before Him at His returning.
