Liquid fueled missiles (if we’re talking ICBM) are challenging even under the best conditions. Our former Atlas ICBM’s were liquid fueled and required 30 minutes preparation time to launch. The Titan I and II missiles were likewise liquid fueled, the Titan I requiring 15 minutes to launch, the Titan II only one minute.
There is probably sufficient time to destroy those NorK missiles on the pad if desired. If they come up with a dependable solid fueled missile, that changes everything.
