I seem to recall hearing that all cultures had a death penalty in the past, including ones which followed the Ten Commandments. For much of history, people understand the prohibition to be of “murder,” not killing per se. How does the Pope justify war, then?

That is the correct translation - murder, not kill. Too bad the Pope is so unfamiliar with Scripture.
