Time is not on President 0bama's side for that kind of divisive action.
If he issues it even by August or September right around the corner...he would not get significant compliance.
With an election in November plus new POTUS being seated in mid-January, he likely just does not have "the juice" to convince decent Americans to surrender many millions of arms. That is my $0.02 adjusted for inflation.
