Burwell has no authority to sign anything with any foreign government, especially where US taxpayer dollars are concerned. Where is Congress? HELLLOOOOO PAUL RYAN!!!! The House of Representatives has the power of the purse and not one taxpayer dollar will legally go to Cuba under this agreement. But let’s see if our “Republican majority” even cares. If medical organizations and medical schools want to undertake this project as a charitable function, fine, but otherwise this has to be negotiated through the House. Oh well.
