They knew he was a smoldering powder keg, and they needed him to do a massacre for propaganda purposes, so he was allowed to do his thing.
Its just like the jerk in Tucson that they sent to assassinate the judge that was giving obama a hard time, that wounded the congresswoman too. They knew he was loaded for bear too, and did nothing.
