A Congresswoman who is sick and tired of drug testing welfare recipients has introduced a bill in Congress that would subject the rich to many of those same requirements.
Rep. Gwen Moore, D-Wis., unveiled Thursday the Top 1% Accountability Act, which would require those claiming itemized deductions of more than $150,000 on their tax returns to submit to drug tests or file for less generous tax deductions.
The proposal is a shot across the bow at Republican governors in states, including Moores home state of Wisconsin, that require the recipients of certain welfare benefit programs to be drug tested in order to remain eligible to receive assistance.
As a strong advocate for social programs aimed at combating poverty, it deeply offends me that there is such a deep stigma surrounding those who depend on government benefits, especially as a former welfare recipient, Moore said in a statement. Sadly, Republicans across the country continue to implement discriminatory policies that criminalize the less fortunate and perpetuate false narratives about the most vulnerable among us.
Moore, who represents Milwaukee, used welfare benefits to work herself out of poverty when she was younger and has said that her goal is to ensure others have the same opportunity.
Im grateful for the taxpayers for [welfare], and I have given back tenfold, Moore told the Guardian. I think everyone should have that same opportunity.
15 states, including Florida, Michigan and North Carolina, have passed bills that require welfare recipients to submit to drug testing in an attempt to save money on those programs.

And K Street.
If someone made a movie with a character who looked like that, a lot of people would call the filmmaker “Racist!”.
Truth really is stranger than fiction.
Really, now...that was quite unkind. It would have been better to warn everybody first before posting a picture of a hippopotamus wearing glasses. ;-)
Gwen is beyond thoughts.
She is stil leeching off of everyone for her sustenance.
We tok the majority of seats back. We are 6-2 in the houe and kicked Feingolds ass out of the senate the last election.
He is trying to get it back this year. Doubtful.
I had captioned the first deletion with
"No, you can't keep it, all we have in THIS house are Labs"
Yes, let’s drug test Congress.
I’m surprised her fingers were thin enough to stick into a Light Socket.
The reason for drug testing welfare recipients is to prevent people from using my taxes to do harmful illegal things.
If a person can earn enough money to take a $150k tax deduction he is not taking my taxes, and limited government principles tell us to leave him alone.
Only when we start piss testing the Fools on Capitol Hill honey, only when we start piss testing you politicians.
Both are carpetbaggers.
Both are from NY, NY.
The rich are at least spending their own money, not mine.
How about we piss-test lawyers, politicians, and other undesirables?
It’s not the tax deductions that are the entry point here, but the vast number of businesses that have federal contracts, and so *currently* are required to drug test *just* their employees, but are not required to test upper management.
It’s still tax money.
As an aside, Republicans and Democrats have two very different ideas about taxation. Republicans are solely interested in raising revenues for the government; but Democrats *exclusively* see taxes as a means to “reward their friends (deductions) and punish their enemies (windfall profits).”
This is why Democrats continually harp on “raising taxes on the rich”. Not to raise money, but to *hurt* those they hate. Of course excepting rich Democrats and those rich people they like. Yet rich people are very adept at avoiding such abuse, which makes the Democrats even angrier.
So their different philosophies also matter in the idea of drug testing for the wealthy. Republicans want drug testing so as to help those people who are are addicted to get out of the addictions they are trapped in. Democrats want it to humiliate and otherwise hurt those they hate.
Your reading comprehension is lacking. Read the article we are supposedly discussing -- the dis-honorable congresswoman wants to do drug testing for tax deductions.
Your writing coherence is also lacking. How can it possibly be the case that upper management does not count as employees of a business?
And the president!
What I tried to explain is that this congresswoman, and other Democrats are focused on hurting others. Her plan is totally unworkable, as is typical for their bad ideas. However, someone who actually understands what the law can do might create the alternative I proposed.
The law in question is the Drug-Free Workplace Act of 1988.
Upper management can be exempt unless they are in specifically in charge of the contracted area. I quote:
“If a grantee has four operating divisions and a headquarters unit, and one division receives a Federal grant, then the employees of the one division receiving the grant who are directly engaged in the performance of work under the grant are covered, as are headquarters employees who support that division’s operations.”
But this is the limit of the federal requirement. But it makes it clear that if the employee *wants* to test beyond the contract, it is free to do so. As well, if there are more inclusive *state* testing requirements, they also apply.
Sure. If you’re on welfare your entitlement is reduced if drug test positive. But only the ones on entitlement take the hit. If you’re rich and test positive, you get incessantly ridiculed on social media.
umm “rich white people” aren’t pushing crack and gangbanging all over da place.
