The reason for drug testing welfare recipients is to prevent people from using my taxes to do harmful illegal things.
If a person can earn enough money to take a $150k tax deduction he is not taking my taxes, and limited government principles tell us to leave him alone.

It’s not the tax deductions that are the entry point here, but the vast number of businesses that have federal contracts, and so *currently* are required to drug test *just* their employees, but are not required to test upper management.
It’s still tax money.
As an aside, Republicans and Democrats have two very different ideas about taxation. Republicans are solely interested in raising revenues for the government; but Democrats *exclusively* see taxes as a means to “reward their friends (deductions) and punish their enemies (windfall profits).”
This is why Democrats continually harp on “raising taxes on the rich”. Not to raise money, but to *hurt* those they hate. Of course excepting rich Democrats and those rich people they like. Yet rich people are very adept at avoiding such abuse, which makes the Democrats even angrier.
So their different philosophies also matter in the idea of drug testing for the wealthy. Republicans want drug testing so as to help those people who are are addicted to get out of the addictions they are trapped in. Democrats want it to humiliate and otherwise hurt those they hate.
Your reading comprehension is lacking. Read the article we are supposedly discussing -- the dis-honorable congresswoman wants to do drug testing for tax deductions.
Your writing coherence is also lacking. How can it possibly be the case that upper management does not count as employees of a business?

What I tried to explain is that this congresswoman, and other Democrats are focused on hurting others. Her plan is totally unworkable, as is typical for their bad ideas. However, someone who actually understands what the law can do might create the alternative I proposed.
The law in question is the Drug-Free Workplace Act of 1988.
Upper management can be exempt unless they are in specifically in charge of the contracted area. I quote:
“If a grantee has four operating divisions and a headquarters unit, and one division receives a Federal grant, then the employees of the one division receiving the grant who are directly engaged in the performance of work under the grant are covered, as are headquarters employees who support that division’s operations.”
But this is the limit of the federal requirement. But it makes it clear that if the employee *wants* to test beyond the contract, it is free to do so. As well, if there are more inclusive *state* testing requirements, they also apply.
Sure. If you’re on welfare your entitlement is reduced if drug test positive. But only the ones on entitlement take the hit. If you’re rich and test positive, you get incessantly ridiculed on social media.
