Perverse Incentives Two major ways that people claim large itemized deductions are (1) charitable giving; and (2) paying state and local taxes. To the extent that this idea works, it will provide incentives people to reduce their itemized deductions. What does Rep. Moore have against giving to charity and paying taxes?

When he stood in front of a drug treatment center and rolled out his anti-poverty initiative, pushing this narrative that poor people are drug addicts, that was the last straw, Moore said. No his narrative was that drug addicts should not be receiving welfare payments.
My employer randomly drug test all of the employees at our plant. They are not calling us drug addicts but are insuring a safe work environment for the employees. People on drugs cause more accidents.
Should taxpayers subsidize illicit drug use? No. If welfare recipients feel put upon or insulted; too bad. Perhaps the embarrassment will encourage them to get off the dole.

Oddly enough, she may have made an interesting point, though indirectly. Right now, opiate drug abuse is skyrocketing. And unlike previous generations of impoverished junkies, many of the current users are middle, upper middle class or rich.
While theirs is a serious problem for them, it is also a serious problem for the rest of us, because many of these people are in jobs of “trust and responsibility”. And as addicts, they cannot be trusted nor are responsible.
So why not drug test them?
