I've heard that the regulation that prisoners should be seat-belted had been adopted only 3 days before Freddie Gray's ride in the van, and the new rule had not been communicated to the cops yet.
Trying the cops for murder is ludicrous, but makes sense in political terms (to quiet the riots, and to advance Mosby's political career).
Show trials don't play well with me. But I get that, too.
