How come filibusters only work when democrats do them? Even when republicans are in the majority?
Well... the Republicans don’t want to be accused of “shutting down the government.”
... because.... because... uh....
Because half (or more) of the Republicans want the same things the Democrats want and they just need a little cover, like a filibuster, so they can pretend they were coerced into supporting them.
None of the Democrats want the things we want, so that tactic won’t work in reverse.
