As if pipeline routes are some sort of secret.
1) She was driving by herself(coming from a culture where women aren't even allowed out of the house unescorted, much less drive).
2) An islamic woman having possession of plans that it's likely she didn't understand. So it is probably safe to assume she didn't copy these for a home improvement project.
3) The plans were being transported somewhere. I'm sure she wasn't using them for the bottom of a birdcage.
