Once the Eastern District federal Court of Virginia modified the boundaries of the 1st, 2nd, 3rd, 4th, and 7th Congressional Districts, Forbes was also actively considering/working running against Dave Brat in the 7th CD. That is until the 7th Congressional District Republican Committee determined that the nomination process would be via a Convention. He knew he couldn't beat Dave at a Convention in the 7th CD with Dave's grass roots support. So he went with his other option - the 2nd CD and fortunately lost.
