An NCIS background check is useless as gun registration without a law requiring the owner to report sale or disposition of the firearm noted in the original check.

The law hasn’t arrived at that point yet. Takes action by Congress, as noted. Congress isn’t that stupid. Bammy would love to use his E.O. pen but that doesn’t work.

Now....you do have a point about certain @zzhole states which require surrender of guns by anyone with a domestic abuse TRO on his head. But that’s a state & local matter, for now.
When challenged by law enforcement to produce a purchased weapon? The gun owner had better not say "...it was lost in a canoeing accident."
Several years ago, I believe it was Pittsburgh PD that tapped into gun sales and posted addresses of known gun owners on the Internet. Everything and everyone are in some database, somewhere.
Lautenberg Amendment changed a lot of things. And not for the better. A mere conviction for misdemeanor domestic violence results in loss of RKBA forever. Things are only going to get worse if the "Queen of Mean'a" gets elected to the Presidency...
