I think I had read once that government employees are immune to RICO. The government cannot be considered a crime syndicate as per some carve out in the law.

I’m not a lawyer, and I haven’t read the law (and if I did, I doubt I would know what I’m looking at), but the article I read, and I have no idea where I read it, pretty much laid out the case that congress made damned sure that they could not be charged under RICO even if there was clear collaboration of members of congress. Maybe this does not apply to Sec of State. Someone here will surely know more than me.
