Someone off-camera says “Even the statement is not accurate”, and Mika resignedly and immediately says “I know”.

The report does show how consistent her practices were with state department policies.
it does not show that her practices were consistent, but if “how consistent” means “How consistent or not” then she it’s a true statement.
