Absolutely!

The primary problem in California is not; 'Lack of water' it is lack of planning for the periods when there is a lack of precipitation.

On a side note I was consulting with one of the contractors involved with trying to get the Santa Barbara RO plant back up and running (after 24 years in mothballs). One of the issues was all the computer data was stored on 7" floppy discs!
