While I agree that this is certainly A reason, I also suspect that, in conjunction with the above, this was done to make classified documents available for other entities to access ("hack"), in exchange for discreet donations to the Clinton Foundation. All plausibly deniable, of course, 'cause we all know how inept Hillary! is with technology.
