Actually, you have to understand the nuance here. Trump uses the teleprompter when he is delivering a policy speech prepared in advance instead of his usual ad lib stump speeches. Adding the fact of his using the teleprompter gives what he said more gravitas.
Trump is failing, he’s now having to use a teleprompter!
