I watched the press conference, he ‘The American People’.
It could be the owners of the land being crossed.
If so, watch ‘eminent domain’ takings change to ‘please cross my land with the pipeline’, which would be the correct solution.

Well, from what I understand (and I could be wrong) Canada’s “tar sands” oil is heavy and hard to refine, but the gulf-coast refineries are built to handle it and get the product ready for export.
So I guess, it may be like something like a toll highway
