The foundation is being laid for an escape clause, "I didn't do anything that the previous administrations didn't do.

She can attempt to use that piss-poor excuse, but it would garner her no greater sympathy than the "I was just following orders." used at Nuremberg. She, as an OCA (Original Classification Authority) MUST know and wrong doing on previous SoS's is no excuse for her to do the same.

Now all we need is someone with the backbone to actually do something about it.
