Here, I’ll end your confusion. The reason that Upchuck Schemer did this starts with a $, followed by some whole number between 1 and 9, followed thereafter by bunch of zeroes, all on the left side of the decimal point.
I hope that this resolves your confusion.

All of the comments point out why we need citizen legislators and term limits. Our current system has created a class of privileged politicians acting as a uniparty without accountability. The bums need to be thrown out and a new system put in place.
