Hope Gov. Martinez is nowhere near. What a drunk loser.

No, she won't be there. The "drunk" reference is to her calling the police during the Christmas holidays in an attempt to find out who complained about a loud party at a downtown SF hotel. Reports, which she denied, was that she was inebriated and slurred her words while talking to the police.

Here is how the Republican delegates will be allocated in Washington state:


HOW THE REPUBLICAN DELEGATES ARE ALLOCATED

State Republicans will send 44 delegates to the July national convention in Cleveland. Thirty will be allocated proportionally based on candidate percentages in the congressional districts — three delegates from each of the 10 districts.

If a candidate gets more than 50 percent of the vote in a congressional district, they get all three of that district’s delegates. If no candidate gets more than 50 percent and two candidates get more than 20 percent, the one with the most gets two delegates. If three candidates get more than 20 percent, each is allocated one delegate.

Fourteen at-large delegates, which include three Republican National Committee members, will be allocated according to the statewide primary votes. Those delegates are allocated proportionally to candidates with at least 20 percent of the statewide vote.

The delegates were chosen over the weekend at the state Republican convention, but they won’t know who they’re representing until the primary results. Of the 41 elected delegates, 40 were Cruz supporters. However, under party rules, each delegate is bound to the primary results for the first round of voting at the national convention.

It may not be surprising that well-known urban centers like New Orleans, Baltimore, and San Francisco appear on the Forbes list of cities dealing with the worst drug problems in the nation. But some smaller communities are also facing epic battles with drugs, including tiny Española, N.M.

Española is a small city in rural Rio Arriba county, north of Santa Fe. Its population of roughly 10,000 includes a large Hispanic community, relies largely on Los Alamos National Lab for employment and struggles with a high poverty rate. This is the U.S. city that consistently ranks among the top in the nation in drug overdoses, according to federal statistics. It is tough to find another American city that records 42.5 drug-related deaths per 100,000, compared with a national average of 7.3.

Heroin is the drug of choice in Española, and local health groups are at a loss to explain the high rate of overdoses despite a longstanding public health effort.

Los Alamos scientists live mainly high up on Los Alamos mesa. The working stiffs, those who perform administrative and support tasks, live down in the valley.

One of my favorites when I lived in Santa Fe 30 years ago: "What is the most confusing day of the year in Espanola? Father's day."
