The time to clean up and strengthen bills in the legislature. If the legislature produces a bad bill, it should be vetoed. Signing it with the hope the legislature will pass clean up legislation is a bad idea as the legislature will not pass clean up legislation unless forced to.
Note: I do not know if the bill was a good one or a bad one. If the description presented by Fallin is correct, then the bill is a bad one and deserved to be vetoed.
