In the usual run of matters, you work six years in academe and apply for tenure. Then if they decide no, you get a seventh year to find another position. In special cases the six year period can be reduced. The question then becomes why the military man had not received tenure - the permanency of the position.
Getting rid of people with tenure does require going through a process. You are no longer talking about a hire at will and fire at will situation. In the USA tenure may not be as strong a protection as in other countries.

Some schools do not provide tenure. Hillsdale college is one.
And he may be a prof providing part time service. Teaching while retired, as many are.
