No and/or poor parenting.
These are people who sink zero money into their houses, cars or anything else requiring maintenance. They waste it on stupid sh1t, takeout food every day, and worthless bling.
Tjis is why you dont want any person like this moving into your area. They do not live responsibly, you cant teach most anything because its none of your business, and the neighborhood gets blighted because their property turns to sh1t and their friends, the same as them, now start coming into the area.
