— unlimited immigration, might attack

— partial ban on immigration, might attack

— complete ban on immigration, might attack

— pretend you just don’t see them at all, might attack

So it comes down to where do you want them and the logical answer to that is, some other place (Mars is wide open and waiting for colonists).
