You have got to be kidding me. Directive 10-289 was supposed to be fiction. You might as well pass a law that the passengers can't leave and the driver has to keep driving in a car that's run out of fuel.

For those who can read Spanish, some excellent commentaries have been written by Gustavo Coronel. IIRC he wrote for petroleumworld.com and they had translations, but now the only place I can find him is his blog in Spanish:

He was firmly anti-Chavez from the start. I think he lives in Florida now. He was in the oil business years back and saw what was coming. Took Chavez at his word and logically foresaw the consequences.
