All girls need to refuse to undress/take public shower. They simply have to express that they “feel like and self-identify as a non-showering, fully dressed person” at that moment.
Both my grandsons resisted showering every day when they were about 10-11. Although they tried every excuse in the book, they never used the “feel like” one. Remember my son used to tell me that the “mature” eighth and ninth grade males loved to strut around naked in the locker room showing their stuff and would laugh at the “less mature” kids who would always leave their underwear on the entire time. Big difference between how males and females look at this issue when they are teens, based on their level of physical development and whether they are jocks or not.

Clearly, girls refusing to undress/take public showers would be in violation of this paragraph. IOW, such refusal would constitute a violation of federal anti-discrimination laws.
