Translation: he wants to hand a check to the "community organizers" who orchestrate conservative rage. That's the way it works in his culture. It's the only paradigm he understands.

Earlier this year, he criticized employees who had crossed out “Black Lives Matter” and written “All Lives Matter” on a wall devoted to free expression in the company’s Melo Park, California headquarters.

Not so free for some employees, I guess.
