Civil Rights Act and Administrative Law (Department of Education/other agencies in this case) beg to differ unfortunately.
That was my thought.
Although, I really really don’t think this will go down well. He’s overplaying his hand. You can mess with culture...start messing with kids directly, bad move. How many juvenile boys will be claiming “I feel like a woman” to get into the girls locker room.

He enforces it by withholding funding. He does that with every state issue that he interferes with.
