“They” is Madison McQueen.
There are no charges against anyone else.
There is a link to the complaint in the article.

Unless MM told Cruz or the campaign about the illegality of MM’s use of the songs I don’t see any culpability by Cruz.
But I guess it could depend on MM’s contract with the campaign.
