After reading the column, I agree with the headline. I’ve seen people get called globalists for far sillier reasons.
A globalist does not want any kind of trade restrictions and especially doesn't want tariffs. Calling Trump a globalist is weaselly attempt at winning an argument by redefining terms. It is loser strategy and reprehensible. It is naked attempt at muddying the waters and obfuscating. A typical lawyer tactic.
