If a problem comes along, assign it to an existing agency, don’t create a new one.

Remember, if an agency is created to solve a problem, the agency has no interest in solving the problem, because that would mean the agency would go out of existence. Creating an agency to solve a problem means the problem, and the agency, will exist in perpetuity.
