At first one thinks that the purpose here is to pack the polls with Rat voters. That is a secondary purpose. The real purpose is to build an internal army of vicious criminals who will run concentration camps, confiscate guns, “disappear” people, etc. Much like the communist insurgencies and the infamous Brown Shirts, these organizations were recruited from the crmial ranks.
Real USArmy troops would likely refuse such orders. A police force made up of murders, rapists, crips, etc would find it fun.
