Will there be issues with giving out percentage numbers before all the polls close?
It sure can be an issue. News tends to depress the vote, and conventional wisdom is that it does this more against the candidate shown winning. I'm sure the networks have some justification in hand, perhaps that the results are public anyway, via government websites or similar.
