Two delegates from each state and territory form the rules Committee. AZ went overwhelmingly for Trump, but the delegates elected at the AZ State Convention were all Cruz diehards. They are obligated to vote for Trump on the first ballot, but not any subsequent ballots. Two of them will be on the rules committee. If enough Cruz bots get on the rules committee, they could propose rules favorable to Cruz, and harmful to Trump. However, the rules proposed would then be voted on by all of the delegates, and Trump having the majority should be able to stop unfavorable rules. The delegates are not bound to how they vote on the rules, as they are bound to vote for their respective State’s winner, so this is where the monkey business can harm Trump, by having poached Cruz friendly delegates vote against Trump friendly rules.

The battle will be won or lost in the rules committee, and by the votes for or against the rules, cast before the Convention, by the delegates at large.

The key here is if Trump has a majority of bound and faithful delegates on the rules committee. PERIOD!

How Are the Rules Finalized?

At the beginning of Convention, the 2016 Convention Rules Committee puts its recommended rules package before all delegates.

The Rules Report cannot pass without the approval of a majority of all delegates.

Approved rules go into effect immediately and last until the 2020 Republican National Convention.

These rule committee members are already discussing changing the 8 state majority of delegates rule, in order to open the convention to anyone that can get a nomination.

This will be the start of the REVOLT!
