See HR 347, which I believe was signed into law by Obama about 3 or 4 years ago provides the tools.
Among other things it makes it a crime to block ingress or egress to any building or place wherein is any person protected by the Secret Service, or to conspire to do so. Trump is a person protected by the Secret Service, so the act clearly applies. Many other acts we are seeing by the protestors are also made criminal by the act. Punishment is 1 year, or 10 years if the violation is by a person armed with a deadly weapon or causes “significant injury.”
