I have no idea where you get 25 from. The link states its around 61. A recent UK TV series on whole life murderers stated that it was 55: 53 men and 2 women.
So the figure is at least 55, possibly 60/61. Far more than the 25 you claim. Please tell me where that figure comes from.
I am British and also a bit of a crime/murder buff. So I know its more than 25, in fact more than double that.

Rape is a felony, and it justifies the use of deadly force.
Women should simply arm themselves and shoot for the groin.
Not out of date, just simply wrong. The list of whole life prisoners passed the 25 mark many years ago.
As I said, I am British and also follow crime/murder in the UK. I am one of the people who knows about even the obscure members of that list.
Needless to say there are some evil scum who have long sentences of 30-45 yrs but who aren’t whole lifers.
Scotland technically dosent have this tariff, NI does but uses it very little.
