Actually these policies were put in place by the Kennedy brothers John, Robert and Ted. My Dad, a legal immigrant, was so PO'd by the Kennedy immigration reforms that he was yelling in Spanish at the TV. He very seldom spoke Spanish in front of us kids because he wanted us to be Americans.
