Nobody said ICBMs. USAF has a Global Strike Command which handles the nukes which are delivered by aircraft and/or cruise missile. Tactical or Theater weapons with smaller explosive yield, not the high-level Strategic weapons.

Try to pull yourself out of DQM (Drama Queen Mode) and realize that life would in fact continue even after a massive nuclear exchange between either the United States and Russia, or China, or both. Using proven data from across the scientific spectrum, it was determined decades ago by think tanks that IF during the 1970's, we had ended up in a nuclear war with the Soviets, that after winning that war, within 10 years we would have recovered to the point where we were enjoying a circa-1965 standard of living. I remember 1965 and it was pretty damn good.
