Yes, that's the plausible scenario, and (don't know if you read my over-long comment #1) that's what I think is a likely explanation for the delay.
And, it might not just be agents leaking. Comey can certainly announce his findings and recommendation for indictment to the Press. He's got his big boy pants, and amazingly he was Fitzpatrick's sponsor in the ridiculous Plame investigation about nothing. And, even so, they got their indictment and conviction in that case

In February 2004, Acting Attorney General Comey clarified the delegated authority and stated that Fitzgerald has plenary authority. You are right: There is absolutely no way the Obama DOJ will indict Hillary Clinton. An indictment against her reflects on Obama himself, and if there is anyone or anything Obama loves above all else, it is himself.
